Pursuing green and low carbon development collectively to target climate change effectively

Mr. Gao said that climate change is an inherent requirement of China’s sustainable development.

“By the end of 2019, China’s carbon intensity had been reduced by about 48.1% compared with 2005, and non-fossil fuels accounted for 15.3%, exceeding the 2020 target for controlling greenhouse gas emissions ahead of schedule.”

The country intends to scale-up contributions by adopting enhanced policies and measures to have CO2 emissions peak before 2030, and achieve carbon neutrality before 2060. It will incorporate binding targets for carbon-intensity reduction into its five-year plan, and will accelerate the construction and operation of the national carbon emission trading market—allowing the market mechanism to operate freely.

Some specific goals include reducing CO2 emissions per unit of GDP by over 65% versus the 2005 level, increasing the share of non-fossil fuels in primary energy consumption to around 25%, and bringing its total installed capacity of wind and solar power to over 1.2 billion kW.

Mr. Gao said China is committed to promoting the low-carbon transformation of key industries, and decoupling economic output from greenhouse gas emissions. He said there are plans to build a low-carbon transportation system, implement a national strategy for new-energy vehicles, and become a mainstream market for them by 2035. The country is determined to develop low-carbon buildings, strengthen control of non-CO2 greenhouse gas emissions, and improve the carbon sink capacity. From a social perspective, the government will also advocate a simpler, low-carbon lifestyle, and comprehensively enhance the society’s awareness of green and low-carbon development. The country’s oil and gas industry is also speeding-up its actions around the carbon-peak goal and carbon-neutrality vision.
